"Thank you for your email concerning the Invasive Alien Species Regulation and the first list of species of Union concern. The technical committee vote on this implementing measure was held on 4 December and the Commission's proposed list of 37 species was adopted. The listed species will now be subject to the restrictions contained in the Regulation, as well as a requirement on Member States to undertake surveillan...ce, eradication and management of the species when they occur on their territory.
This vote was taken at a technical committee meeting, comprised of representatives from the Member States - in the UK's case, representatives from the Department for Environment, Food and Rural Affairs (Defra). The European Parliament is not formally involved in this procedure and it cannot exercise any veto right over the draft list. As the work on this list is being taken forward at a national level, I would advise that you get in touch with your local Member of Parliament and/or Defra, to make them aware of your concerns regarding the composition of this list, as they would be best placed to address them. I am happy to raise this matter with Defra on your behalf as well.
The European Parliament's role on this file ended in April 2014 with the adoption of the invasive alien species legislation; however the Parliament is still able to give its opinion on this initial list of species of Union concern. The European Commission is not obliged to respond to the European Parliament on implementing acts; however my ECR colleagues supported a comitology objection resolution to this initial list of species, on the grounds that the initial list is incompatible with the provisions of the Regulation (EU) No 1143/2014.
This resolution was adopted after receiving a simple majority on the 16th December in the Strasbourg plenary session. It calls on the Commission to withdraw its draft implementing regulation and to submit a new draft to the committee. It also instructs its President to forward this resolution to the Council and the Commission, and to the governments and parliaments of the Member States.
I will write to Defra on this matter and keep you informed of any response I receive.
